He was born into an Army Family.
At the age of 14, he was sent to a boarding school after his father was posted in Sikkim.
Former Prime Minister of India, Manmohan Singh, taught him Economics at the Delhi School of Economics.
After completing his Masters in Public Administration from Harvard University, he started preparing for the prestigious Civil Services and cleared it in 1972 with Kerala Cadre.
When Rai was still a trainee IAS, he retrieved the body of his district collector single-handedly who had been killed by terrorists. Nobody was willing to retrieve the body for fear of their lives as it was dumped at an isolated place. Considering the risk involved, it was considered an act of extreme courage.
For his pragmatic approach, he is considered a symbol of the anti-corruption movement in India.
He is credited with the most powerful CAG so far who turned the CAG office into an accountable and transparent office in contemporary India.
Forbes described him one of the rare breeds of Civil Servants who know how to handle the government projects and government officials.
After his appointment as the 11th CAG of India, he consistently hit the headlines for his fierce, poised and unforgiving audits ranging from 2G-Spectrum to Commonwealth Games.
He recommended that all the government funded Public-Private-Partnerships (PPPs), societies and Panchayati Raj Institutions should come withing the ambit of the CAG.
On 30 January 2017, the Supreme Court of India formed a panel headed by Vinod Rai to run BCCI including Diana Edulji (Former Indian Cricketer), Vikram Limaye (IDFC Managing Director) and Ramachandra Guha (Historian), a few weeks after the BCCI’s president Anurag Thakur and secretary Ajay Shirke were removed by the Supreme Court because of their inability to implement the Justice Lodha Panel recommendations.
