He was born in a Maithli Brahmin family in Sheohar District, Bihar.
From being the Chief of a Village Panchayat to a Union Minister, Jha had witnessed every shade of the politics.
During his political career, Jha switched over to different political parties from Socialist to Indian National Congress, the Janata Party, RJD, Janata Dal (United), again RJD, and finally the Samajwadi Party.
In 1985, when he paraded in favour of Jagannath Mishra before the Raj Bhavan, Congress denied Jha re-nomination from Sheohar for “disobeying” the Congress leadership; followed by his resignation from the Congress Party.
In 1990, he was considered a possible candidate for the post of Chief Minister of Bihar. However, he lost in a triangular contest to Lalu Prasad Yadav and Ram Sunder Das.
