| Controversy | Accused regional parties of being sympathetic to terrorists On 15 July 2024, he spoke at a function in Indian Institute of Management (IIM), Jammu and accused regional political leaders of visiting the homes of the killed terrorists and showing them sympathy publicly. He further accused the regional political parties of helping Pakistan infiltrate the major positions of the society. Some Lesser Known Facts About R.R. Swain
He has served on a central deputation in various capacities for over 15 years.
He has also served in a foreign posting, which is given to officers with excellent performance.
He was reinstated in Jammu and Kashmir in June 2020 on request from the Jammu and Kashmir government to the Centre.
In November 2021, the State Investigation Agency (SIA) was formed under his leadership to investigate terror-related issues in Jammu and Kashmir. He was appointed as the agency’s first director.
As the director of SIA, his first task was to solve the murder case of Mirwaiz-e-Kashmir Moluvi Muhammad Farooq, who was assassinated on 21 May 1990. The case was successfully solved after 30 years in May 2023 after the two Hizbul Mujahideen militants who were involved in the assassination were captured.
He has helped reduce terrorism by stopping the terror funding networks and catching people who have aided the terrorists.
His strict actions against terrorists have also resulted in the end of stone pelting.
On 25 November 2023, he restarted the Public Darbar in Jammu and Kashmir to listen to the issues of the public and strengthen the relationship between the police and the people.
