He cracked the UPSC Civil Service examination in his first attempt and was All India Rank 2.
He was an IAS officer of Punjab cadre (1959 batch and served till 1994) and the 12th Governor of Jammu and Kashmir. After Jagmohan Malhotra, he is the first civilian Governor of Jammu and Kashmir in 18 years.
He worked as a lecturer in the Panjab University before he was appointed as an IAS officer.
He has worked for the Government of India and for Government of Punjab in different capacities for more than 55 years.
He was also appointed as a Consultant to the World Health Organization (WHO).
He became a member of the country’s first National Security Advisory Board (1998-2001), served as a chairman of National Task Force on Internal Security (2000) and also worked as a founder co-chairman of the India European Union Round Table.
From 1999 to 2006, he was the President of Indian Mountaineering Foundation.
He became the medium of communication between elected representatives and the separatists in Jammu and Kashmir by serving as the Special Representative of Government of India from 2003 to 2008.
In 2008, he took over as the Governor of Jammu & Kashmir and was re-elected in 2013.
He is known for his works and for his knowledge that helped him taking the wise decisions during the need of the hour. One such instance was that of Amarnath land transfer controversy (State Government of Jammu and Kashmir and Government of India decided to transfer few acres of forest land to Amarnath to provide temporary shelter for Hindu pilgrims, a huge violent mass protest by the people of Kashmir was the result of this decision) in 2008. He withdrew the land transfer in order to keep peace and harmony in the state.
Editing over a dozen books on governance and national security goes to his credits.
During his tenure, Governor’s rule has been imposed in Jammu and Kashmir in following years (2008, 2014, 2016 and 2018).
