Lilian Garcia was born to a Puerto Rican father who was employed with the American Embassy.
When she was three months old, she moved to Spain with her family.
Lilian was initially educated on an American military base.

Growing up, Garcia developed an interest in singing and began participating in singing with her sister in Madrid, Spain, when she was five years old.

In 1990, she appeared as a singer in the film Modern Love.
While she was in college, she participated in the Miss South Carolina beauty pageant and was one of the top-ten finalists.
She then co-hosted the popular morning show “YES 97” on radio station WYYS in Columbia, South Carolina. Later, she also hosted her drive time show on radio station WYYS.
Lilian then worked as a Video Jockey for WTLK-TV in Atlanta, Georgia.
She has also served as a karaoke host at the Nitelites nightclub in the Embassy Suites Hotel in Columbia, South Carolina.
In 1999, GarcĂa bagged the opportunity to work as a ring announcer for the World Wrestling Federation (WWF).
She made her debut during the episode of Raw is War in Ames, Iowa and her first angle took place when Jeff Jarrett applied a figure four leglock to her after she announced his defeat to Luna Vachon.
She then created history by becoming the first female to announce at WrestleMania.
In 2000, she sang the US National Anthem at WrestleMania.

In an interview, while talking about making a career as a ring announcer, Lilian said that it was a sudden opportunity and she received minimal training before her first episode of Raw is War. She added that she received only a brief backstage session from veteran announcer Tony Chimel and a few quick notes from WWE Sunday Night Heat and the rest she learned while she was on the ring, while doing her job.
In the same interview, Lilian revealed that although she watched wrestling growing up, she had very little information about it when she started her career as a ring announcer. She said,
I didn’t know these people [the WWF performers] … I grew up watching wrestling but I grew up watching Ric Flair, Andre The Giant … I didn’t know who The Rock was, I didn’t know who Stone Cold Steve Austin was, I didn’t know Triple H, I didn’t know any of these people!”
Lilian holds the record for singing the US National Anthem at WrestleMania the most number of times.
