Cindy has a total of 10 children, and three of her children live with her mother.
She lost custody of some of her children and was put on probation after being caught driving drunk with her children in a vehicle.
In March 2023, the Texas child welfare department told Everman Police to check on Cindy Rodriguez Singh’s 6-year-old son, Noel, who had last been seen in October 2022.
The request came after someone gave an anonymous tip saying that Noel was missing.
During the check, Cindy lied and said that Noel had been in Mexico with his real father since November 2022.
After two days, Cindy, her second husband, Arshdeep Singh, and their six other children flew to India, and Noel was not with them.
In October 2023, Cindy Rodriguez Singh was charged with Capital Murder in Tarrant County, Texas.
In November 2023, a federal arrest warrant was issued against her for running away to avoid prosecution.
After the crime, she reportedly ran away to India or Mexico.
The FBI believed that Rodriguez Singh had not come back to the U.S. since then.
On 2 July 2025, the FBI offered a $250,000 reward for help finding Cindy Rodriquez Singh and added her to its ‘Ten Most Wanted’ fugitives list.

During the investigations, witnesses told police that Noel looked sick and malnourished and was never enrolled in school.
Other family members told the police that Noel was often abused and not given food or water because Cindy did not like his dirty diapers.
Singh reportedly hit Noel with a set of keys when he tried to drink water.
Once, she told someone that she had ‘sold’ him.
Singh believed that Noel was ‘evil’ or ‘possessed’ and was afraid that he might hurt her newborn twins. He was born physically and developmentally disabled.
Noel had chronic lung disease and needed oxygen support to breathe.
It was reported that Arshdeep Singh threw away a carpet in a dumpster before the family suddenly left.
